Many typical policy analysis projects in systems research, operational research, and management science projects have concentrated on objective, usually quantitative data at the expense of losing their clients' interest and commitment. Research concerned with helping groups in organizations handle their complex, ill-structured policy issues by taking account of intersubjectivity is presented. Models recognizing and accounting for the subjective and particular knowledge of individuals within organizations, as well as the interaction of shared and individual knowledge, are used to enhance communication. A client's subjective world is represented by a cognitive map consisting of concepts linked by arrows representing causal or connotative links between concepts. The map helps the client to understand his belief and value system in relation to particular issues. Models representing the concepts and language used by team members are used also.
