The UN Board of Auditors, the UN Office of Internal Oversight Services, and the High Level Group of Experts have pointed out numerous problems in the operations of the UN Secretariat's procurement system. These problems involved issues concerning all elements of an effective procurement system, such as a lack of competition, with over 50% of contracts not competed in the past, and accountability, with confusion over responsibility and authority leading to inconsistent application of rules. The Secretariat has responded to the challenge of reforming its procurement system and made improvements. However, the Secretariat has not fully implemented several reform measures that would help ensure the procurement system is open, full competitive, and provides the best value for its money.
