Since their implementation in 1995, regulations and guidance governing the use of performance-based payments (PBPs) have undergone several revisions. Policymakers at the Department of Defense (DOD) have been, by and large, enthusiastic cheerleaders in the attempt to obtain widespread acceptance of PBPs as a contract financing payment method for noncommercial contract awards. In Sept 2004, DOD requested public input into the PBP process. In addition, DOD asked respondents to provide a brief summary of their experience in using PBPs and to identify the most important advantages and disadvantages of PBPs versus progress payments. Today, DOD continues to look for means of increasing awareness of PBP "best practices" and "lessons learned" to encourage use. Contracting officers and government contractor acquisition professionals should search for -- and fully implement -- these best practices to obtain the full benefits that use of PBPs promise.
