More than 60% of the Department of Defense and federal civilian agencies' procurement budgets are spent on the acquisition of services. The post-contract award phase of the acquisition life cycle is known as contract management. But federal agency programs do encounter difficulties and even fail. These are some of the difficulties programs encounter during the contract management phase: 1. lack of resources, 2. lack of the right type of resources, 3. overly ambitious program schedule, and 4. program funding changes and difficulties. To mitigate or avoid program problems during the post-award contract management phase, the key to successful contract management of these programs are as follows: 1. Assign the right amount of resources to properly manage the contract. 2. Assign the right type of resources to properly manage the contract. 3. Develop and manage to realistic program schedules. 4. Minimize program funding changes. 5. Minimize program changes including changes to the contract objectives and work statement.
